Daycare Center Takes in Dangerous Excursion Along Busy Highway Without Prior Approval

BATON ROUGE, La. – The Louisiana Department of Education today revoked the license of an early learning center in St. Helena Parish and terminated its public funding. Department licensing staff acted on complaints concerning a July 13 incident and made a site visit to Blooming Faces Daycare located at 15798 Highway 43 in Greensburg, Louisiana. During the visit a licensing staff member confirmed that three center employees took ten children, three of which were infants, on a walking excursion over one mile on a busy highway with no sidewalk that is frequently populated with cars and trucks traveling at high speeds.  

“The decisions made by the individuals at this center were irresponsible and put the lives of children at risk,” said State Superintendent John White. “While we are grateful that no children were harmed during the outing, the negligence displayed by the adults in charge will not be tolerated.”

In addition to the dangerous activity itself, the center has been cited for more than 140 deficiencies this year, including failure to obtain written parental authorizations for field trips, violation of child to staff ratios, lack of appropriate supervision and failure to properly train staff on health, safety and child development.

This center is now ineligible for public funding through the Child Care Assistance Program (CCAP), which helps make child care more affordable for low-income families. The Department has alerted families affected by this action and is working closely with them to identify safe, quality alternative options.

Blooming Faces Daycare has 15 days from receipt of the notice of revocation to appeal the Department’s decision. Providers who have had their licenses revoked are ineligible to apply for licensure for two years. Operating a child care center without a license may result in an order to cease and desist, as well as an injunction from a court prohibiting the continued operation of a day care center without a license and placement on the statewide registry of individuals prohibited from operating a day care center.
